Indian Oil Corporation Limited’s latest addendum for the Paradip petrochemical complex project is less routine than it looks. It blocks bidders from using overtime, Sundays or holidays to cure monthly man-hour shortfalls, but also removes licensor-service costs from the bidder’s scope. The result is a sharper split between owner-controlled technology interfaces and contractor-controlled manpower discipline.
