Five Chinese ministries led by the NDRC have launched a 2026-28 energy-conservation campaign across nine high-emission industries - including oil refining, ethylene, synthetic ammonia and methanol - targeting 100 million tonnes of coal-equivalent savings and 200 million tonnes of CO2 cuts.
