IOCL’s latest clarification does not dilute the pressure, temperature, metallurgy or analyzer burden in its catalyst micro-regeneration unit tender. Instead, the buyer has kept the core technical specification intact while offering only limited configuration flexibility. For vendors, the commercial opening is real, but the engineering risk remains tightly fenced.
