The licensor selection just shifted from “pick a technology” to “prove the design logic on paper,” with SIL now expected to show up in the P&ID trail. The amendment also rewrites key gasoline feed-property assumptions and forces bidders to declare how they are counting mitigated versus unmitigated flare loads.
