Indian Oil’s Barauni Refinery has wrapped a seemingly routine boiler and turbine insulation job in a dense web of labour, safety and GST controls. The tender quietly bans “NIL” service-charge bids, fixes a 23.5 percent labour component with wage-escalation relief, and backs it all with a zero-tolerance HSE penalty system.

2) BPCL Bina BPREP LCWS pump tender: Relaxations granted

BPCL’s Bina expansion cooling-water pump package has quietly shifted from material-prescriptive to performance-based on internal coatings just days before the extended bid deadline. At the same time, EIL has pushed detailed responsibility for hot steam exhaust and de-superheating squarely onto the turbine vendors, backed by MP boiler feed water. How those two moves alter vendor lists, pricing and risk appetite is not obvious from the amendment text alone.
