2) IOCL Paradip stretches DCU shutdown mechanical contract over 24 months with tight PQC and long-tail performance security
IOCL Paradip is lining up a single mechanical agency to handle all “miscellaneous” jobs across DCU SADC shutdown and low-throughput periods for two years. Behind the familiar two-bid format sit unusually tentative quantities, a long 39-month performance security and strict PQC that keep only seasoned refinery contractors in play.
3) HPCL Mumbai refinery locks in nominated decontamination expert for DHT TA 2026 with soft securities and phase-wise supervision scope
HPCL Mumbai refinery has moved early to ring-fence decontamination risk for its 2026 DHT turnaround by nominating Monitpro through a custom GeM services bid. The tender breaks the expert’s role into design, procedure finalisation and round-the-clock execution-stage supervision, but strips out most of the usual commercial securities. How that trade-off between technical depth and diluted financial policing plays out will decide both schedule reliability and the template for future TA-critical service nominations.
