CPCL’s Manali refinery has closed its Phase-1 culvert steam-line insulation upgrade with a wide two-bid spread. The L1 price undercut the owner’s GeM estimate by nearly 12%. A UV-cured GRP cladding over ASTM-grade aerogel sets a tighter quality regime for future lots.
