The ATF pipeline tender from Visakhapatnam to the new airport gets a third extension under… – Downstream contracting briefs: Part II, 23 Oct 2025
Oct 23, 2025
1) Bina cracker-refinery DCS bid clock pushed by 72 days to widen OEM field
BPCL’s Bina petchem-plus-refinery DCS tender has been rolled forward five times to a final 31-Oct deadline. The base terms stay unforgiving — zero deviation, NDA, and heavy India-proven BQC on ~47k I/Os. That combination narrows the field, but the extra time could still pull a more competitive slate.
2) Extruder & pelletizer package: Bid due pushed again after three extensions
EIL has shifted the NRL PPU extruder and pelletizer bid deadline three times, now landing on 04 Nov 2025. The move extends the window by 35 days from the original 30 Sep close without changing scope or EMD posture in the excerpt. Expect validity, pricing holds, and OEM alignment to realign with the new clock.
3) NRL PPU conveyor pneumatic RFQ gets two pushes, 15-day bid window now closes on 28 Oct
EIL has extended the PPU pneumatic conveying bid date twice, moving from 13 October to 28 October. The change buys bidders time to reconcile OEM confirmations under an NDA-gated, bottom-line evaluation. But it also nudges the award timeline against long-lead compressor and filtration deliveries.
4) PNGRB pushes Vizag ATF pipeline bid close to 21 Nov; Scope reset to 85 km and PQC re-based
The ATF pipeline tender from Visakhapatnam to the new airport gets a third extension under Regulation 5(8). PNGRB has lengthened the route definition to 85 km, issued an indicative map, and re-based the combined net worth to Rs 42.5 crore. The bid window now closes on 21 November with technical opening on 24 November.
5) EIL pushes three bid extensions but keeps tight integration rules in BPREP vacuum ejector revamp
The vacuum ejector revamp at BPCL’s Bina complex has slipped by 28 days across three deadline pushes. Yet EIL has not diluted the brownfield discipline: match existing outline/nozzles, prove shop performance, and show readiness for PGTR. That combination narrows the field to OEMs who can engineer under tight interfaces.
6) EIL extends Bio-ATF pump tender deadline to 30 October for MRPL project
Engineers India has granted a nine-day extension for submission of bids on the centrifugal and controlled-volume pump package of MRPL’s Bio-ATF plant. The shift from 21 to 30 October allows vendors extra time to align QA documentation under strict zero-deviation rules. With EMD waived but performance loading clauses intact, the move aims to preserve competitive participation without pushing project delivery.
