IOCL and CB&I kept the evaluation spine intact while sliding the calendar from mid-March to early-November. The amendments shift only the bid due date and unpriced opening, leaving PQC and risk allocation untouched. That combination reshapes bidder behavior without lowering the bar. Contractor adopts FEED and cannot claim time or cost relief for FEED errors.
