Indian Oil Corporation has completed technical openings for all three grouped station works in the Mundra–Panipat Pipeline conversion, drawing four bidders for Group-1, three for Group-2 and three for Group-3. Despite shifting dates, IOCL held firm on PQCs and liabilities, ensuring only technically credible mid-tier EPCs entered the fray.
