IOCL has shifted the bid date for its direct bale feed LSTK package five times, now to 04 October. Each corrigendum keeps all terms intact, signalling no dilution of PQCs or commercial protections. The move likely aims to widen qualified participation for a technically narrow biomass-handling scope.
