Downstream contracting briefs: Extensions (Part II) – 19 Sep 2025

Sep 19, 2025

Scope clarified, evidence tightened, but no EMD: QCBS-heavy listing public issue advisory tender for GAIL Gas

Two rounds of replies make this a documentation-tight but EMD-free contest. GAIL Gas held the line on full-scope advisory, including timing and readiness. One pragmatic nod eases partner disclosures while keeping the technical bar high.

Second date push takes CPCL ETP-IV & DMRO O&M to 24 Sep in CPCL in Manali.

CPCL has pushed the bid clock twice on its 60-month ETP-IV and DMRO O&M. A membrane-spec clarifier and a contractor-side three-year life guarantee now sit at the heart of the package. The extensions change the competitive math — but not the risk placement.

Two-step due date push, same hard terms in BPCL-BR HGU pre-reformer catalyst ARC

BPCL-BR has extended the bid clock twice on its HGU pre-reformer catalyst ARC without touching the guardrails. Life-loaded evaluation and delayed PV remain intact despite bidder pressure. The extra time could broaden the ring—if vendors can live with the terms.

Third extension pushes bid to 26 September for energy optimization PMC in BPCL Kochi Refinery

BPCL has moved the bid end thrice while hardening the commercial guardrails. The corrigendum locks in a 180-day validity, a two-year non-divisible contract, and TPIA-attested documentation. The market now has time but on BPCL’s terms. Feasibility now, PMC later, both mapped to FY 2026-27 windows. This reduces outage risk creep and aligns deliverables to shutdowns. It also narrows the field to turnaround-literate firms.

VBPL loop tender gets a one-week bid extension as BPCL/EIL tighten HDD CP acceptance and refresh Integrity Pact

BPCL has pushed the VBPL pipeline laying bid deadline out by a week even as it hard-codes fresh HDD corrosion-control gates into the scope. A same-day commercial amendment swaps in a new Integrity Pact, tightening governance around the tender. The BQC remains stiff, keeping subcontractor credentials out — and bidder strategies will need to adjust.

Second date push takes Hazira instrumentation bid to 29 September for ONGC

EIL has moved the Hazira instrumentation due date again, pushing it to 29 September. The cumulative 26-day shift points to the complexity of a brownfield controls revamp rather than a change in commercial posture. The governance stack and PQCs remain intact, leaving bidders to use the extra time to close technical risks.

Second deadline push takes steam-line aerogel retrofit to 25 September in CPCL Manali Refinery-1 & 2

CPCL has granted a further week for its aerogel-plus-GRP culvert insulation package. The first shift moved the bid from 11 September to 18 September on GeM; the latest moves it to 25 September. The technical bar stays unchanged, but the bidder pool may not.
