BPCL tightens norms for Bina LOBS revamp – 16 Sep 2025

A limited tender to revamp the Bina hydrocracker for LOBS introduces a hard “no cost/time overrun” line and an unusual lubricant-equivalence mandate. The execution and warranty math could shift materially once bidders test these clauses at pre-bid. The tender requires OEMs to permit or help qualify BPCL lubricants that meet performance specifications. That changes the usual OEM-only warranty model.
