PLL’s vessel tender tightens the screws on both price discovery and execution discipline. Heavy BQC and NDA-gated licensor data will narrow the field to a few proven fabrication houses. Moving fully assembled, nitrogen-blanketed vessels cuts commissioning risk. It lifts routing, permitting and carrier constraints. Expect premiums for safe handling of internals. Also, The BQC asks for ≥58 mm plate or ≥4.32 m diameter with ≥14.4 m TL-to-TL. And it must be within the last five years. That filters to a shortlist of heavy fabricators.
