IOCL Panipat tender drags as penalties spook bidders – 25 Aug 2025

IOCL’s Panipat Refinery has pushed its corrosion control bid thrice, finally closing on 29 August. Vendors face stricter per-desalter penalties and no relaxation on test methods. With only two majors at pre-bid, the tender highlights IOCL’s move to transfer corrosion risks entirely to suppliers.

Vendors sought averaging of salt KPIs, but IOCL kept penalties separate for LD1 and LD2. This raises liability, forcing contractors to optimise performance across both units individually.
