OIL has put out a two-year cementing/BHP package that prioritises lab-validated slurry integrity and OEM-controlled additives.

The bid shuns reverse auction and leans on integrity pact and DoE templates to police governance and disputes.

The result is a tight contest where 10 ksi hardware and non-radioactive QA may matter more than headline discounts.
