Indian refiners are strong on risk that are involved in their plants. They know all hell will break loose if there is a high level incident

So that they do diligently is to stay risk averse, or do de-risking exercises ever so often

Here is on refiner who wants a risk scenario drawn up for more than 75 distinct units, including commissioned and under-construction blocks. Even offsites and utilities are to be mapped for individual and societal risk contours

What is sought to be imposed is ALARP (As Low As Reasonably Practicable) compliance for each risk identified. Recommendations are not optional — the contractor is expected to demonstrate active risk mitigation across fire, toxicity, and explosion scenarios.
