Why are some if not all industrial clusters unwilling to transition to use of gas instead of highly polluting usage of coal, naphtha and petcoke?

And why are enforcing agencies unwilling to enforce the transition

Here is a gas company that ended up spending Rs 400 crore in getting the gas lines ready but is now left with no customers from the industrial belt
