ONGC had severe limitations on this rather ambitious contract spanning up to 13-rigs

Initially it wanted it to be all Make in India, and then decided to backtrack and allow foreign companies in

Then again, it is super sensitive about the data, and wants all the work done inhouse

Further, it does not want to take responsibility for interpretation of the data and the consequences of the action to be taken on it.
