E&P job: PDIL quotes 4.5x higher, low bidders may dilute owner’s intent – 18 Jul 2024

This is an E&P job and PDIL is rightfully interested, as it will mean a break into a new kind of segment

It clearly has the capabilities

But its pricing was all wrong; It is a public sector, it is understandable and it is up against highly competitive private sector consultants, but even so, the pricing cannot be 4.5 times the L1 bidder

The E&P owner also has to see that its grand design of transiting the company into a different kind of paradigm is not sabotaged by low cost bidders, in a grab the job now and we will see later kind of a format, because that will defeat the purpose for which an elaborate restructuring exercise has been undertaken.

A lot is needed for the winning bidder but can it do this complex job at such a low cost

A very strict value based BEC (with adequate weights for experience and credibility) is needed in the contracting system or else all its efforts will come to naught
