Oil India Ltd is undergoing a massive modernization of its aging pipeline network.

It is a never-before exercise and, given the rainy, high-humidity conditions under which most of its assets operate, there is likely to be a lot of replacement and repair business that is likely to come through

What OIL should do is to go through a Design Engineering Consultant, just like ONGC has done, which will then look at the findings and prepare a EPCM or an EPC solution to the problem.

The work will be vast and will have to be done in phases.

ONGC’s DEC model is time saving and all-inclusive, involves a one-party responsibility and therefore easy to implement and monitor

The problem is only a handful of companies have the expertise and there have been as many as six time extensions granted to bidders to submit their bids, possibly because the job is vast and complex.
