Keeping a PMC right up front for an ethanol project where the technology is uncertain as also the availability of feedstock and enzymes is a great ideas

Most of these projects are political in nature and the oil companies themselves are not very keen, the main reason being the viability is still not established

So for an oil company, it is best to go through a DFR first so that the responsibility is devolved on the PMC to ensure viability.
