Will competition kill capacity utilization at the PLL's Dahej terminal?

The terminal's 17.5 MMTPA capacity is currently working at a capacity utilization of 97%

And it can go up to 110% and further capacity is coming up

But will the commissioning of a bunch of other terminals kill the Dahej advantage?
