The fertilizer subsidy has been trimmed by a massive Rs 35,000 crore

From Rs 79,529 crore in 2020-21, it went up to Rs 140122 crore in 2021-22, and for the next year it is trimmed to Rs 105222 crore

This is a trimming of Rs 35,000 crore, though higher than what was allocated in 2020-21 by Rs 25,000 crore

What are the assumptions on which these allocations have been trimmed?
