The Quality-cum-Cost Based Criteria (QCBC) was adopted by public sector oil companies as a way to beat the tyranny of the L-1 bidding system.

Up to 30 per cent the the weightage under the QCBC was on quality parameters

But the government has loaded the system with so many checks and balances that oil companies are now thinking of dumping the system altogether
